What is the Most Consistent Deck Ratio?

For the next, maybe few weeks, I'll be calculating every possible deck ratio with every possible card/mechanic that can manipulate it, and I'm kicking it off with this.

As a little note for myself, cards that randomly lower the deck or may effect the deck's integrity by an insignificant amount, cards like Gojo, Aermo, Kirara, etc., will not be considered in this. Only cards like the Superior Rides, Ride Chains, Barcgal, Kyrph, and Spark Kid Dragoon's clones that can dramatically effect the consistency of getting a certain grade on time will be factored in, within their own blogposts.

So, in a standard deck, a deck with 16 triggers and 1 starter for grade 0, and every other card a grade 1, 2, or 3, while also having absolutely no cards or gimmicks that can manipulate this, what is the most consistent line up?
